The right-of-way plans for the project have been drafted in three parts:
Muurla–Lahnajärvi (Finnra, Turku Region, areas of Muurla, Pertteli, Kiikala and Suomusjärvi)
Lahnajärvi–Oittila (Finnra, Uusimaa Region, areas of Sammatti and Nummi-Pusula)
Oittila–Lempola (Finnra, Uusimaa Region, the region of the town of Lohja)
The right-of-way plans were completed in October 2001 and have been subjected to the procedure described in the Road Act. The decisions approving the right-of-way plans were made by the Ministry of Transport and Communications in November 2002. An appeal on the decisions was made to the Supreme Administrative Court, which gave its ruling on 31 December 2003. The Supreme Administrative Court dismissed the majority of the appeals, and the right-of-way plans are legally valid.
